Building an International Safety Framework for Spent Fuel and Radioactive Waste Mgmt, Decommissioning and Remediation

The IAEA’s Global Nuclear Safety and Security Framework (GNSSF) is a basic conceptual structure and a set of guiding principles for achieving and maintaining a high level of safety and security at nuclear facilities and activities around the world. This webinar will describe and elaborate upon the GNSSF as it applies to facilities and activities associated with spent fuel and radioactive waste management, environmental releases, decommissioning and remediation of contaminated areas. The webinar is divided into three parts: (1) a presentation that describes what is the international safety framework, how has it been developed and evolved, and how it is maintained; (2) a presentation that describes how the international framework is put into practice; and (3) a panel session to take questions from participants. The first presentation will elaborate how the GNSSF provides a framework for facilities and activities associated with spent fuel and radioactive waste management, environmental releases, decommissioning and remediation of contaminated areas. Elements of the framework, such as the IAEA Safety Standards and the Joint Convention, will be addressed. The presentation will touch upon the roles and responsibilities of the various parties that contribute to the framework as well as its underlying principles. Examples will be given to illustrate that the framework is dynamic. The presentation will also touch upon some more recent developments, for example in areas such as protection of the environmental and activities associated with naturally occurring radioactive material (NORM), as well as some perspectives on future challenges. The second presentation will describe how the Agency Secretariat and Member States promote the application of the international safety framework. The talk will focus on the wide variety activities that support and promote the framework, activities such as training events, peer reviews, communities of practice, specialized publications, conferences, workshops and so forth. The talk will include examples to show how the Agency learns from the Member States, and some examples will be provided to show that application of the safety framework is also dynamic (i.e. how it has changed over the years).
